A school district’s primary function is to assist each student in reaching his or her highest potential academically, socially, and physically. The school district, in conjunction with parents and the community, has a responsibility to assist each student in learning how to become a viable member of the society in which he or she lives.
The students’ academic potential can best be reached by providing each student with a thorough training to develop the basic academic skills. The development of abilities, skills, and subject matter is a sequential, continual, and ongoing process. Each student should be provided with an academic program appropriate to his or her needs and capabilities. Students should be given opportunities to develop their intellectual abilities. Students should be given opportunities to develop skills in exploratory thinking and questioning, evaluation, analysis, and synthesis appropriate to their chronological and intellectual development.
In addition to the acquisition and application of academic skills, is the acquisition and application of social skills for a changing society. The school district has a responsibility to provide students with cross-cultural and cross-economic experiences which will enable students to develop an understanding of the forces and factors that influence society.
Students should be provided with opportunities to learn to relate to other individuals of varying ages, intelligence, capabilities, race, and background. These opportunities should allow the student to develop respect for others and to develop behavior which recognizes the rights of others and supports a disciplined and ordered society. Students should be allowed to develop the habits of responsible citizenship, self-discipline, and responsible decision making.
The school district should serve as a catalyst in the process of assessing the needs of the community and in bringing together the resources of the community to address those needs. The school district should utilize the identified needs and the community resources in the development and delivery of an educational program for its students and for the community-at-large.
