                                        Qualifications and Duties of the Superintendent

 

 

The board requires the superintendent to be a strong educational leader who has the following professional experience and training:

 

1.             A current Oregon administrative license with a superintendent’s endorsement or a transitional superintendent’s license;

 

2.             A master’s degree or doctorate in the field of education;

 

3.             Successful teaching experience at the elementary or secondary school level for a minimum of two (2) years;

 

4.             Service as a school administrator for a minimum of four (4) years.

 

In lieu of the experience and training requirements above, the board may consider as a candidate for its superintendent’s position an individual who meets transitional administrator or exceptional administrator licensure requirements.  The board may, jointly with the individual, submit an application for such license for Teacher Standards and Practices Commission approval pursuant to OAR 584-080-0151 and 584-080-0161.

 

The superintendent shall have the following personal and professional qualities:

 

1.             Normal health and vigor;

 

2.             Success in leadership roles with staff, community, and professional peers;

 

3.             Ability to communicate effectively, both orally and in writing;

 

4.             Scholarship, intelligence and excellent ability to plan and organize;

 

5.             Training, experience, and success in personnel selection, evaluation, and development;

 

6.             Knowledge of curriculum development, implementation, and evaluation;

 

7.             Knowledge of business and support service systems which facilitate planning, control, and accountability;

 

8.             Experience in administering collective bargaining agreements;

 


1.             Ability to motivate other administrators and involve them in a significant way in the decision-making process;

 

2.             Strong management skills, with the desire and ability to motivate and innovate, taking advantage of existing strengths in the district.

 

DUTIES OF THE SUPERINTENDENT

 

The superintendent shall be the chief executive officer of the district.  He or she shall exercise general supervision over all the public schools and all public school employees shall be directly responsible to him or her.

 

The superintendent shall attend all meetings of the board and keep the board informed of conditions of the schools under his or her supervision.  Exceptions to this are meetings involving his or her own salary or contract renewals or performance evaluations, and when requested by the board, other evaluative meetings deemed necessary and involve his or her own additional evaluations.

 

Specifically, the superintendent:

 

Human Resources Management

 

1.             Shall make recommendations for appointment, promotion, renewal, contract extension, demotion, contract non-renewal, contract non-extension, and discharge of all school employees.  No vacancy shall be filled without his or her recommendation;

 

2.             May suspend employees for cause.  Such suspension shall be immediately reported to the board.  No employee shall be recommended for discharge until the superintendent is convinced that the efficiency of said employee cannot be improved.  Employees may be discharged for: inefficiency, immorality, insubordination, for violation of board policies and administrative regulations, and for cause shown;

 

3.             Shall make such assignments, reassignments, and transfers as are in his or her professional judgment necessary to secure the highest efficiency of the entire staff;

 

4.             Shall have authority to require reports from all employees as he or she may desire from time to time;

 

5.             Shall have the duty to appraise the quality of teaching of the instructional staff with a view of increasing its effectiveness;

 

6.             Shall maintain in handbook form an evaluation program for district employees.  Such program shall be submitted to the board for approval.

 

 

 

 


Instructional Management

 

1.             Shall be charged with the responsibility of all aspects of district teacher in-service programs.  With the aid of his or her assistants, he or she shall from time to time issue bulletins, circulars, courses of study, and other curricular material for the improvement of instruction;

 

2.             Shall direct studies to determine the adequacy of the curriculum and recommend to the board new courses of study or improvements in the organization of the curriculum as need arises.

 

Student Management

 

1.             Shall have power to suspend from the privilege of school attendance any student guilty of violation of board policy and administrative regulations and/or school rules.  The right to expel is a power retained by the board;

 

2.             Shall be responsible for the proper classification and promotion and retention of students.

 

Communications and Community Relations Management

 

1.             Shall transmit all communications from the board to members of the instructional, administrative, supervisory, and classified staff, and he or she shall transmit all communications from them to the board;

 

2.             Shall receive communications relative to school affairs and consult with individuals having business with the board;

 

3.             Shall have a responsibility to interpret the philosophy, aims, and objectives of the teaching program of the schools to the community.

 

Health and Safety Management

 

1.             Shall develop and maintain a written hazard communication program for the district.  All personnel who, during the performance of their duties, or in an emergency, may be exposed to hazardous chemicals;

 

2.             Shall be so informed and trained to recognize and respond appropriately to the presence of hazardous chemicals.

 

Facilities Management

 

1.             Shall have charge of the operation and maintenance of the buildings and equipment of the schools;

 


2.             Shall, as new buildings are to be erected or old ones remodeled or discontinued from use, be responsible for carefully studying the needs of the schools, and for recommending to the board plans adequate for meeting those needs.  He or she shall assist the architect employed by the board in drafting plans and specifications for construction work;

 

3.             Shall establish a schedule for safety inspections for all buildings, grounds, facilities, vehicles, and equipment;

 

4.             Shall develop and maintain plans and procedures necessary to assure the security of district properties and to provide for a continuing program of preventive maintenance designed to ensure that buildings are clean, safe, and operated in an efficient manner;

 

5.             Shall keep the board informed about district properties and shall make such other reports as the board requests;

 

6.             Shall control access to district buildings as is appropriate and necessary to protect property, students, and personnel.

 

Fiscal Services Management

 

1.             Shall be designated as budget officer;

 

2.             Shall prepare and recommend a proposed calendar for board approval.  Such calendar shall identify dates and activities which comply with state law;

 

3.             Shall prepare a budget annually or biennially for the consideration of the board.  He or she shall administer the budget as enacted by the board, acting at all times in accordance with the legal requirements and adopted policies of the board;

 

4.             Shall make the board aware of any substantial changes in expected revenues or unusual expenditures so the board may adjust the budget, if necessary;

 

5.             Shall be the purchasing agent of the district and shall have the authority to purchase supplies and equipment consistent with policies adopted by the board.

 

Policy and Governance

 

1.             Shall introduce policy topics to the board as the need arises;

 

2.             Shall specify required actions and design detailed arrangements to operate the district in accordance with board policy.  These detailed arrangements constitute the regulations governing the district;

 

3.             Shall weigh with care the counsel given by representatives of staff, student, and community organizations regarding those regulations.  He or she shall inform the board of such counsel in presenting regulations that require board action;

 


4.             Shall make rules and regulations regarding routine matters which have not been specifically provided for in the policies of the board;

 

5.             Shall approve the appointment of staff committees that may be required for the execution and establishment of educational practices and policies;

 

6.             Shall perform such duties as the board may require, and in the absence of specific policies and advice of the board, he or she shall assume any authority or perform any duty which any particular situation, unforseen and suddenly arising may demand, subject to later consideration of and action by the board;

 

7.             Shall attend state, national, and regional conferences as directed by the board as part of his or her official duties.
