                                                           Disposal of School Property

 

The superintendent is authorized to dispose of any outmoded, obsolete, surplus, unwanted, or excessively damaged equipment and/or supplies owned by the district.

 

Prior to such disposal, the board shall receive a list of such surplus property.  After assessing the list, the board may direct the superintendent to proceed with disposal following these guidelines:

 

1.             Single items estimated to have potential value of more than $50 or if the item is a titled vehicle, shall be disposed of by advertising for bids.  A minimum bid may be established, if the market value of such item can be reasonably determined.  All such sales by the district shall be recorded by item, price, and buyer;

 

2.             Property or materials where the value of individual items is not significant (less than $50 per item) may be declared surplus and a sale advertised.  Such sale may be conducted, with board approval, by a school-related support group or club.  Any sale shall be duly advertised to the public.  Proceeds of such sale shall be distributed in a manner established by the board;

 

3.             If public sales fail to produce interested buyers or bidders, such materials as remains may then, at the discretion of the superintendent, be disposed of as scrap or junk, or be donated to appropriate charitable or educational agencies.

 

When the board determines that real property is no longer needed for district purposes, the following procedure shall be used:

 

4.             An appraisal of the property shall be conducted by a certified appraisal firm;

 

5.             The board shall direct the administration to prepare and advertise a request for proposal (RFP) for purchase of the property;

 

6.             The administration shall review the RFP’s and submit a recommendation to the board for action;

 

7.             The board may enter into executive session per ORS 192.660 (1)(e) to negotiate with a prospective buyer.
